FOURTH POLICY TYPE · WORKING PROTOTYPE
Training and competence,
built around the work.
Describe how your business identifies learning needs, supports people and checks that they can apply what they learn. Policy Logic brings those answers into a draft for review.

What should the questions explore?
Who needs to learn what?
Start with the activities people carry out and the knowledge or practical ability needed. Think about new starters, changed duties, new equipment and feedback from the work. The questions help you describe your approach without assuming that everyone needs the same course.
Who makes and follows up the decisions?
Name the roles responsible for identifying needs, agreeing support and checking progress. A useful policy makes the relationship between the person doing the work, their supervisor and the person maintaining records clear.
How are people introduced to work?
Describe your induction and information arrangements, including how instructions are communicated and how people ask for help. The draft should reflect what your organisation actually does, or show what still needs deciding.
A training record is one part of the picture
A course attendance record tells you about an event. Your policy should also explain how the business considers whether someone can apply relevant knowledge in the work, and what supervision or additional support is needed. The builder asks for your process; it does not assess an individual's competence.
A practical example
For a fictional maintenance team, a new task might prompt a supervisor to review relevant experience, explain the work and observe the person carrying it out under appropriate supervision. The business would then record the outcome and any further support. This is an illustration of the questions to ask, not a prescribed assessment method for every activity.
Connect learning to review
Explain who updates the records and what prompts another review: a change in work, identified gaps or feedback, for example. Keep placeholders in starter wording visible until a responsible person confirms the actual arrangements.
Further guidance
HSE's overview discusses clear information, training and supervision, including the needs of people who are new to a role or taking on different responsibilities. Read HSE's information, training and supervision guidance for the wider context.
